Burbulis was 76 years old. He served as First Deputy Prime Minister of Russia in 1991 & ndash; 1992, before that— post of State Secretary of the RSFSR. He was part of the inner circle of Boris Yeltsin and was one of the main actors in the preparation of the Belovezhskaya Pact, which formalized the collapse of the USSR. The document stated that “The Union of the SSR as a subject of international law and geopolitical reality ceases to exist.”

The Belovezhskaya agreements were concluded on December 8, 1991 between Belarus, Ukraine and Russia as countries— founders of the USSR. This spring, two other signatories of the agreements died: the first leader of independent Belarus, Stanislav Shushkevich, and the first president of Ukraine, Leonid Kravchuk. Four participants in the preparation of the Belovezhskaya Accords are now alive: former head of the Belarusian Foreign Ministry Petr Kravcheko, ex-Prime Minister of Ukraine Vladimir Fokin (the only direct signatory of the agreements surviving.— RBC), former Minister of Foreign Affairs of the RSFSR Andrey Kozyrev and former State Councilor of the RSFSR Sergei Shakhrai.

Burbulis was a deputy of the State Duma of the first and second convocations, in 2000 he became vice-governor of the Novgorod region for interaction with chambers of the Federal Assembly. From 2001 to 2007, he was a member of the Federation Council, where he also served as chairman of the Federation Council commission on the methodology for implementing the constitutional powers of the Federation Council.

Burbulis was engaged in scientific activities: in August 2009 he founded the school of political philosophy “Dignity”, headed the department of political philosophy and philosophical sciences, then was vice-rector of the International University in Moscow. On his initiative, in 2015, the People's University of Russian Constitutionalism was opened at the Yeltsin Center.

In the spring of 2019, Burbulis was hospitalized in Yekaterinburg with a suspected stroke, and then transferred to Moscow for treatment, where he was put into an artificial coma.

In the winter of the same year, commenting on the statement of the former head of the presidential apparatus, Sergei Filatov, about the request of representatives Crimea and Donbass to remain part of Russia after the collapse of the USSR, Burbulis pointed out that during the preparation of the Belovezhskaya Accords “there was no statement of this issue in such a categorical and substantive form.”
