The Accounts Chamber named the leaders of the openness rating among departments

According to the calculations of the Accounts Chamber, since last year the number of departments with transparent activities has decreased. Against the backdrop of Russia's military operation in Ukraine and Western sanctions, Russian agencies began to hide statistics

Rosavtodor, Rosreestr and Rosstat for the second year in a row became leaders in the rating in terms of openness of federal executive bodies. This follows from the report of the Accounts Chamber “Openness of the State in Russia” 2022" (*pdf).

Mintsifry, Rosalkogolregulirovanie, Rosselkhoznadzor, Rosakreditatsiya, Rosvodresursy and Rosleskhoz showed a high level. The last places in terms of transparency of activity were taken by Rosmorrechflot, the Federal Assay Office, the FSB, the FSO, the Main Directorate for Special Programs of the President and the Foreign Intelligence Service.

A total of 15 offices were highly rated for openness, six fewer than in 2021 (*pdf). Average indicators were received by 49 authorities, 12 of which were previously on the top lines. The level of openness has deteriorated at the Ministry of Finance, the Treasury, the Ministry of Health and the Ministry of Construction.

Specialists assessed the volume and quality of information provided on the websites of departments, the response to information requests from citizens and journalists.

The authors of the report noted that “the new context after February 2022” had little effect on the results of the study. At the same time, they emphasized that restricting citizens' access to large and popular data sets, as well as to social networks, reduces the overall level of openness, but these circumstances “go beyond the scope of the report”.

After the start of the Russian military operation in Ukraine and the Western sanctions imposed in response, some departments stopped publishing statistics. The Central Bank stopped publishing the structure of international reserves with details on assets, external debt, foreign trade and bank statements. The Ministry of Finance has suspended the publication of statistics on the structure of expenditures, the Ministry of Energy— on oil production and export.

The Federal Customs Service has suspended the publication of statistics on imports and exports in order to “avoid incorrect estimates.” At the same time, Russian presidential aide Maxim Oreshkin announced a decrease in imports by tens of percent.

Rosaviatsia refused to publish data on the passenger traffic of Russian airlines and airports against the backdrop of the closed airspace of the EU and the USA, as well as a ban on flights to southern airports Russia. Rosmorrechflot temporarily hid the statistics of cargo turnover of seaports.
